Engr. Kamoru Oladimeji Busari, MNSE is the Director, Upstream – Ministry of Petroleum Resources. Born on 21st October, 1965. He had his undergraduate study at the prestigious University of Lagos, Nigeria from 1982 – 1987 where he obtained a B.Sc. (Hons) in Chemical Engineering. His undying quest for knowledge spurred him to obtain Masters in Energy and Environmental Economics from ENI-Corporate University, Italy in 1993. He has also attended several training courses both in Nigeria and abroad which includes: Nigeria Oil & Gas Strategy Implementation Training, TLFirst Dubai, UAE; International Gas Business Certificate Program, USA; Mini MBA: Oil & Gas and Energy Management – London UK etc. As Director of the Upstream Department, Engr Busari assists the Ministry in fulfilment of its mandate to formulate Policy, supervise their Implementation and regulate the Nigeria oil and gas (Energy) Industry; Served as Technical Assistant Administration to the Honorable Minister of Petroleum Resources in 2010; Served as Director overseeing the Office of the Permanent Secretary, Ministry of Petroleum Resources from September – December 2019. He is also member of several professional bodies among which are:

• Fellow Nigeria Society of Engineers (FNSE), 23902;
• Fellow Institute of Corporate Administration (FCA).

Engr. Kamoru Busari has served in different capacities on Boards and Committees on appointment by the Federal Government some of which includes: Member of APPO Ad-Hoc Committee on Detailed Study on the Future of the Oil and Gas Industry in Africa, in the Light of the COVID-19 and COP21 in 2020; Member Governing Board of Council for Nigerian Mining Engineers and Geo-scientists (COMEG) in 2017; He currently represents Nigeria on the Executive Board of International Energy Forum (IEF).   Engr. Busari have competences acquired over 30 years’ service in; Administration, Policy formulation and implementation, procurement, planning and Project Management.  

He is happily married with children.
